To unlock Pisces, start following Judy’s questline. Soon, you will unlock a quest titled, “Talkin’ ‘Bout A Revolution“. Complete this quest and wait for some time to pass. Soon, you will receive a message from Judy offering a job. Accept that and you will have unlocked this quest.

Now, meet Judy at the H8 Mega building at the decided time. This will trigger the start of the raid. Now follow Judy and take down the three guards using stealth attacks. Now, try to avoid coming in direct contact with the guards in the penthouse. Get in the penthouse using shutters and reach Hiromi’s office.

Now, talk to Maiko. Her dialogues will give you a total of three choices. What you need to do is refuse her payment and go ahead with the plan. Select the appropriate dialogue choices and continue on with the quest. This will ensure that you will receive the rest of Judy’s quest, which will also contain options to romance her in the future. For extra points, try not to kill Maiko.
